A billionaire venture capitalist who believes California has become too large to adequately serve its citizens has proposed a new proposition that would split the state into three. Come this November, California voters will have a chance to vote on the process which would invoke Article IV, Section 13 of the Constitution if successful. This article sets the conditions on how a state can split itself up and hasn’t been invoked since West Virginia became its own state in 1863.
